EUDR (EU Deforestation Regulation - Regulation on products that do not cause deforestation of the European Union) is not a traditional "certificate" like GlobalGAP or Rainforest Alliance. EUDR (EU Deforestation Regulation - Regulation on products that do not cause deforestation of the European Union) is not a traditional "certificate" like GlobalGAP or Rainforest Alliance. What is EUDR? Objectives & Scope of Application

EUDR was issued by the EU on June 29, 2023 to prevent goods related to deforestation and forest degradation after December 31, 2020. The product must meet 3 main criteria:

  1. Deforestation-free: Do not plant on deforested or degraded land after December 31, 2020.

  2. Legal: Comply with all production country laws (land use rights, taxes, labor, anti-corruption...).

  3. Due Diligence Statement (DDS): There is a Due Diligence Statement filed through the EU system.

Products in range (Annex I):

  • Coffee (bean, roasted, instant – may add more in 2026)

  • Cocoa, palm oil, soybeans, rubber, timber, livestock and derivatives.

Not applicable to products in stock before the application date.

After many delays:

  • Large and medium enterprises: December 30, 2026

  • Small and micro enterprises: June 30, 2027

  • Old stock products before the applicable date are exempt.

The EU also issued simplification measures (2025): reduced procedures for downstream operators (just need to check and retransmit DDS numbers), technical support for producing countries.

Vietnam is currently in the "Standard Risk" group (50 countries), meaning full due diligence must be performed (not entitled to simplifications like low-risk countries).

EUDR Compliance Process: 3 Detailed Due Diligence Steps

Every operator and trader must carry out Due Diligence before exporting. The process includes 3 mandatory steps:

Step 1: Information Collection

  • Product description (HS code, volume, manufacturing country).

  • Exact geographical coordinates of each plot of land (geolocation):

    • Under 4 hectares: GPS point (latitude/longitude).

    • Over 4 hectares: polygon (draw a polygon of land plot boundaries using GeoJSON).

  • Supplier information (name, address, legal identification).

  • Legal evidence: Certificate of land use rights (LURC), red book, land lease contract...

Step 2: Risk Assessment

  • Assess the risk of deforestation/forest degradation.

  • Country risk checking (EU benchmarking).

  • Check specific risks: forest cover history (using satellite data), land legality.

  • Result: Low/negliible risk → submit DDS immediately. High risk → must be minimized.

Step 3: Risk Mitigation & Submit DDS

  • Collect more evidence, independent audit, and farmer training.

  • Submit your Due Diligence Statement (DDS) via the EU's TRACES NT system.

  • Store records for 5 years for inspection.

EUDR Specifics With Vietnamese Coffee Exported To EU

The EU is the largest market for Vietnamese coffee (Germany, Italy, and Spain lead). In 2026, 224,000 tons of coffee (January) were exported, but from December 30, 2026, all shipments must have:

  • GPS coordinates for each coffee garden (hundreds of thousands of small households in Dak Lak, Lam Dong, Gia Lai... is a big challenge).

  • Proof of no deforestation after December 31, 2020 (using satellite data).

  • Clear legal land documents (many ethnic minority farmers do not have red books).

  • 338,000 households grow coffee, most of them on a small scale (<2 hectares).

  • Fragmented land, lack of digitized data.

  • The cost of GPS mapping + traceability software is about 50-150 million VND/business.

How to Submit DDS Through the TRACES NT System

This is the final and mandatory step:

  • Accesshttps://traces.ec.europa.eu(with test environment).

  • Register an EORI account (if you don't have one).

  • Fill in product information → upload GeoJSON coordinates file → declare risk → sign electronic DDS.

  • Receive DDS reference number → transmit to EU buyers.

The system automatically checks and grants status (Available / Rejected).
